The provisions of this section do not apply to products that are exempted from inspection by §§ 557.16 and 557.17.

Except as provided in §§ 557.16 and 557.17, all fish and fish products offered for entry from any foreign country shall be reinspected by a Program inspector before they shall be allowed entry into the United States.
