§80.57. How does a proposed project qualify as substantial in character and design?
50 C.F.R. § 80.57
A proposed project qualifies as substantial in character and design if it:
Describes a need consistent with the Acts;
States a purpose and sets objectives, both of which are based on the need;
Uses a planned approach, appropriate procedures, and accepted principles of fish and wildlife conservation and management, research, construction, wildlife- and fish-associated-recreation participation and access, communication, education, or other eligible purposes; and
Is cost effective.
