Sec. 123 Report on designation of Mexican cartels as foreign terrorist organizations

added In general— Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in coordination with the Secretary of State, shall submit to the appropriate congressional committees a report on whether a Mexican drug cartel described in paragraph (2) meets the criteria for designation as a foreign terrorist organization.
(2)
added Mexican drug cartels described— The Mexican drug cartels described in this paragraph include the following:
(A)
added Jalisco New Generation Cartel.
(B)
added Sinaloa Cartel.
(C)
added Juarez Cartel.
(D)
added Tijuana Cartel.
(E)
added Gulf Cartel.
(F)
added Los Zetas.
(G)
added Las Moicas.
(H)
added Los Caballeros Templarios.
(I)
added Beltran-Leyva Organization.
(J)
added Los Rojos.
(K)
added La Familia Michoacana.

removed Not later than 60 days after the date of the enactment of this Act, Congress shall commission a report that contains the following:

changed Definitions— A national strategy to address Mexican drug cartels, and a determination regarding whether there should be a designation established to address such cartels.In this section:

added Appropriate congressional committees— The term “appropriate congressional committees” means—
(A)
added the Committee on Foreign Affairs, the Committee on Homeland Security, and the Committee on the Judiciary of the House of Representatives; and
(B)
added the Committee on Foreign Relations, the Committee on Homeland Security and Governmental Affairs, and the Committee on the Judiciary of the Senate.
(2)
added Foreign terrorist organization— The term “foreign terrorist organization” means an organization described in section 219 of the Immigration and Nationality Act (8 U.S.C. 1189).
(c)
