L. 102–237, title IV, § 402(9), (10), Dec. 13, 1991, 105 Stat. 1863, which related to resident instruction at 1890 land-grant colleges, including Tuskegee University, was repealed by Pub. L. 104–127, title VIII, § 855, Apr. 4, 1996, 110 Stat. 1172.
