Notwithstanding any other provision of law, funds made available in this division are in addition to amounts appropriated or otherwise made available for the Department of Defense and the Department of Veterans Affairs for fiscal year 2017: Provided, That such amounts shall be subject to the terms and conditions set forth in division A of Public Law 114–223.
