§319.55-1. Definitions.

Seed or paddy rice. Unhusked rice in the form commonly used for seed purposes; the regulations in this subpart do not apply to husked or polished rice imported for food purposes.
Port of first arrival. The first port within the United States where the shipment is (1) offered for consumption entry or (2) offered for entry for immediate transportation in bond.
Inspector. An Inspector of the Plant Protection and Quarantine Programs of the United States Department of Agriculture.
