§1503.423. Consent orders.

Issuance. At any time before the issuance of an Order Assessing Civil Penalty under this subpart, an agency attorney and a person subject to a Notice of Proposed Civil Penalty, or an agency official and a person subject to a Notice of Violation, may agree to dispose of the case by the issuance of a consent order by TSA.
Contents. A consent order contains the following:
An admission of all jurisdictional facts.
An admission of agreed-upon allegations.
A statement of the law violated.
A finding of violation.
An express waiver of the right to further procedural steps and of all rights to administrative and judicial review.
