§6.1. Applicability.

The rules in this part apply to:
Any provider of telecommunications service;
Any manufacturer of telecommunications equipment or customer premises equipment;
Any telecommunications carrier;
Any provider of interconnected Voice over Internet Protocol (VoIP) service, as that term is defined in § 9.3 of this chapter; and
Any manufacturer of equipment or customer premises equipment that is specially designed to provide interconnected VoIP service and that is needed for the effective use of an interconnected VoIP service.
