§98.30-31. Conditions for pumping.
46 C.F.R. § 98.30-31
No person may start pumping a product to or from a portable tank or IBC or if started, continue to pump if—
There is an electrical storm;
A fire occurs—
On the deck;
On the vessel;
In the vicinity; or
The cargo hose ruptures or leaks.
