§400.314. Priority in provision of services.
45 C.F.R. § 400.314
A State must plan its targeted assistance program and allocate its targeted assistance funds in such a manner that services are provided to refugees in the following order of priority, except in certain individual extreme circumstances:
Cash assistance recipients, particularly long-term recipients;
Unemployed refugees who are not receiving cash assistance; and
Employed refugees in need of services to retain employment or to attain economic independence.
