§400.22. Responsibility of the State agency.
45 C.F.R. § 400.22
The State agency may not delegate, to other than its own officials, responsibility for administering or supervising the administration of the plan.
The State agency must have—
Methods for informing staff of State policies, standards, procedures, and instructions; and
Systematic planned examination and evaluation of operations in local offices.
