43 C.F.R. § 3934.30

The BLM may terminate an exploration license if:

(a)

The BLM issued it in violation of any law or regulation, or if there are substantive factual errors, such as a lack of title;

(b)

The licensee does not comply with the terms and conditions of the exploration license; or

(c)

The licensee does not comply with the approved exploration plan.
