§441.106. Comprehensive mental health program.

If the plan includes services in public institutions for mental diseases, the agency must show that the State is making satisfactory progress in developing and implementing a comprehensive mental health program.
The program must—
Cover all ages;
Use mental health and public welfare resources; including—
Community mental health centers;
Nursing homes; and
Other alternatives to public institutional care; and
Include joint planning with State authorities.
The agency must submit annual progress reports within 3 months after the end of each fiscal year in which Medicaid is provided under this subpart.
