Agency procurement options are:
Use a General Services Administration (GSA) tender of service—
Freight— Standard Tender of Service (STOS).
HHG— Household Goods Tender of Service (HTOS).
Issue a FAR contract if permitted by statute or authorized by GSA.
Using another agency's contract or rate tender if permitted by statute or if GSA has issued a delegation of authority allowing other agencies to use the rate tender or contract.
In consultation with GSA, negotiate a rate tender under a Federal transportation procurement statute, 49 U.S.C. 10721 or 13712.
