§962.8. (Rule 8) Rights of parties.
39 C.F.R. § 962.8
Any party to a hearing under this part will have the right:
To be accompanied, represented, and advised, by a representative;
To participate in any prehearing or posthearing conference held by the Presiding Officer;
To stipulate to facts or law;
To make opening and closing statements;
To present oral and documentary evidence relevant to the issues;
To submit rebuttal evidence;
To conduct cross-examination as may be required for a full and true disclosure of the facts; and
To submit written briefs, proposed findings of fact, and proposed conclusions of law.
