§34.2. Scope of this part.

This part applies to collection of any financial obligation owed to the United States that arises under a program we administer.

This part applies notwithstanding any provision of State law.

We may compromise or suspend collection by garnishment of a debt in accordance with applicable law.

We may use other debt collection remedies separately or in conjunction with administrative wage garnishment to collect a debt.

To collect by offset from the salary of a Federal employee, we use the procedures in 34 CFR part 31, not those in this part.
