§1602.3. Aliens and nationals.

(a)

The term alien means any person who is not a citizen or national of the United States.

(b)

The term <I>national of the United States</I> means—

(1)

A citizen of the United States, or

(2)

A person, though not a citizen of the United States, who owes allegiance to the United States.
