§560.545. Democracy and human rights in Iran and academic and cultural exchange programs.

Specific licenses may be issued on a case-by-case basis to authorize nongovernmental organizations and other entities organized under the laws of the United States or any jurisdiction within the United States or located in the United States to engage in the following projects or activities in or related to Iran that are designed to directly benefit the Iranian people:
Projects, including conferences and training, to support human rights, democratic freedoms, and democratic institutions and to meet basic human needs; and
The establishment or support of independent civic organizations.
Specific licenses may be issued on a case-by-case basis to authorize U.S. persons to engage in the following projects or activities in or related to Iran that are designed to directly benefit the Iranian people:
The provision of donated professional medical services;
Certain targeted educational, cultural, and sports exchange programs, provided such programs are not in furtherance of Iranian military, industrial, or technological infrastructure or potential;
Environmental projects, provided such projects are not in furtherance of Iranian military or industrial infrastructure or potential; and
Projects, including exchanges and technical training, to improve the flow of public information through independent media available to the Iranian public.
Specific licenses issued pursuant to this section generally will not authorize the exportation or reexportation to Iran of goods (including software) and technology listed on the Commerce Control List in the Export Administration Regulations, 15 CFR part 774, supplement No. 1 (CCL).
