§223.7. Rights of parties at hearing.
22 C.F.R. § 223.7
A hearing shall include, at a minimum, the following rights for both parties:
To represent oneself or to be represented by counsel;
To examine or cross-examine witnesses;
To submit evidence (including the use of interrogatories);
To present oral arguments; and
To receive a transcript of recording of the proceedings on request.
