This Act may be cited as the “Delaney Hall Closure Act”.

A BILL
To require the Secretary of Homeland Security to cease all immigration detention operations at the Delaney Hall Detention Center in Newark, New Jersey, and for other purposes.
Sec. 2 Definitions
Sec. 3 Closure of Delaney Hall Detention Center
In general— The Secretary—
not later than 90 days after the date of the enactment of this Act, shall cease all immigration detention operations at the Delaney Hall Detention Center in Newark, New Jersey; and
shall not enter into any contract or agreement to operate the Delaney Hall Detention Center in Newark, New Jersey, as a facility to detain aliens in the custody of the Secretary.
Termination for convenience—
In general— In the Government’s interest, the Secretary shall terminate any contract for the operation of the Delaney Hall Detention Center in Newark, New Jersey.
Liability— The Department shall be liable only for payment under the payment provisions of a contract described in paragraph (1) for services rendered before the date on which the termination of such contract becomes effective.
