In general— No Federal funds, including amounts appropriated under section 1304 of title 31, United States Code (commonly known as the “Judgment Fund”), may be used by any Federal agency—
to establish or maintain any commission, fund (including the “Anti-Weaponization Fund” announced by the Attorney General on May 18, 2026), or mechanism utilized to provide the compensation described in paragraph (1).
Appropriation— Out of any money in the Treasury not otherwise appropriated, there is appropriated to the Secretary of Health and Human Services $1,776,000,000, to address health care costs through funding for the Medicaid program under title XIX of the Social Security Act (42 U.S.C. 1396 et seq.), including funding to eliminate the funding and eligibility cuts enacted in Public Law 119–21 (commonly known as the “One Big Beautiful Bill Act”).
