Save the Kurds Act

A BILL

To impose sanctions and other measures with respect to the Government of Syria, and for other purposes.

Section 1 Short title; table of contents

(a)
Short title— This Act may be cited as the “Save the Kurds Act”.
(b)
Table of contents— The table of contents for this Act is as follows:

Sec. 2 Definitions

In this Act:
(1)
Admission; admitted; alien; etc— The terms “admission”, “admitted”, “alien”, and “lawfully admitted for permanent residence” have the meanings given those terms in section 101 of the Immigration and Nationality Act (8 U.S.C. 1101).
(2)
Appropriate congressional committees— The term appropriate congressional committees means—
(A)
the Committee on Foreign Relations, the Committee on Banking, Housing, and Urban Affairs, the Committee on the Judiciary, and the Committee on Appropriations of the Senate; and
(B)
the Committee on Foreign Affairs, the Committee on Financial Services, the Committee on Ways and Means, the Committee on the Judiciary, and the Committee on Appropriations of the House of Representatives.
(3)
Foreign person— The term foreign person means a person that is not a United States person.
(4)
Knowingly— The term knowingly, with respect to conduct, a circumstance, or a result, means that a person has actual knowledge, or should have known, of the conduct, the circumstance, or the result.
(5)
State sponsor of terrorism— The term state sponsor of terrorism means a country the government of which the Secretary of State has determined has repeatedly provided support for acts of international terrorism for purposes of—
(A)
section 1754(c)(1)(A)(i) of the Export Control Reform Act of 2018 (50 U.S.C. 4813(c)(1)(A)(i));
(B)
section 620A of the Foreign Assistance Act of 1961 (22 U.S.C. 2371);
(C)
section 40(d) of the Arms Export Control Act (22 U.S.C. 2780(d)); or
(D)
any other provision of law.
(6)
United states person— The term United States person means—
(A)
any United States citizen or an alien lawfully admitted for permanent residence to the United States;
(B)
an entity organized under the laws of the United States or of any jurisdiction within the United States (including any foreign branch of such an entity); or
(C)
any person in the United States.

Sec. 3 Sense of Congress

It is the sense of Congress that—
(1)
the Kurdish-led Syrian Democratic Forces made significant contributions to the elimination of the ISIS “caliphate”;
(2)
the Kurdish-led Syrian Democratic Forces, with assistance from the United States-led coalition, have detained thousands of ISIS fighters and their families, ensuring the safety of the United States and the region;
(3)
the Kurdish-led Syrian Democratic Forces continue to be a reliable and critical partner in preventing the resurgence of ISIS; and
(4)
any behavior by the Government of Syria or regional actors that undermines the role of the Kurdish-led Syrian Democratic Forces in countering ISIS and protecting United States security interests is inconsistent with the national security objectives of the United States.
