Section 1 Short title
This Act may be cited as the “Fishing Industry Safety, Health, and Wellness Improvement Act of 2025”.
Fishing Industry Safety, Health, and Wellness Improvement Act of 2025
A BILL
To amend the Fishing Safety Training Grants and Fishing Safety Research Grant programs.
Sec. 2 Fishing safety training and research grants programs
Section 4502 of title 46, United States Code, is amended—
in subsection (i)—
in paragraph (1)—
in subparagraph (A)(ii), by striking “and” after the semicolon;
by redesignating subparagraph (B) as subparagraph (C); and
by inserting after subparagraph (A) the following:
“(B) to conduct safety and prevention training that addresses behavioral and physical health risks, that include substance use disorder and worker fatigue, facing fishing vessel operators and crewmembers; and”
in paragraph (2)—
by striking “, in consultation with and based on criteria established by the Commandant of the Coast Guard”; and
by striking “subsection on a competitive basis.” and inserting “subsection—
“(A) on a competitive basis; and
“(B) based on criteria developed in consultation with the Commandant of the Coast Guard.”
in paragraph (4), by striking “$3,000,000 for fiscal year 2023” and inserting “to the Secretary of Health and Human Services $6,000,000 for each of fiscal years 2025 through 2029”; and
in subsection (j)—
in paragraph (1), by inserting “, and on understanding and mitigating behavioral and physical health risks, that include substance use disorder and worker fatigue, facing members of the commercial fishing industry” after “weather detection”;
in paragraph (2)—
by striking “, in consultation with and based on criteria established by the Commandant of the Coast Guard,”; and
by striking “subsection on a competitive basis.” and inserting the following: “subsection—
“(A) on a competitive basis; and
“(B) based on criteria developed in consultation with the Commandant of the Coast Guard.”
in paragraph (4), by striking “$3,000,000 for fiscal year 2023” and inserting “to the Secretary of Health and Human Services $6,000,000 for each of fiscal years 2025 through 2029”.
