Collective bargaining agreement— The term collective bargaining agreement means any written or oral agreement, memorandum of understanding, or contract between a Federal agency and a labor union that establishes terms or conditions of employment for Federal employees.

Federal agency— The term Federal agency has the meaning given the term agency in
section 551 of title 5, United States Code.
(3)
Federal employee— The term Federal employee means an individual employed in or under a Federal agency.
(4)
Labor union— The term labor union means any organization, association, agency, or Federal employee representation group that exists for the purpose, in whole or in part, of representing Federal employees in matters concerning grievances, labor disputes, wages, hours, benefits, or other terms and conditions of Federal employment.
