(a)
In general— The Secretary of Transportation shall issue or revise, as appropriate, regulations relating to the transportation of hazardous materials to require the placarding of all refrigerated containers to communicate to emergency responders the potential of pressurization from such containers.
(b)
Placarding required regardless of cargo— The regulations issued or revised under this section shall require the placarding described in subsection (a) on all refrigerated containers regardless of the cargo such container is transporting.
(c)
Refrigerated container defined— In this section, the term “refrigerated container” means a container that is capable of refrigeration and used for transportation in intrastate, interstate, and foreign commerce.
