Tax Dollar Accountability Act

A BILL

To provide the Comptroller General of the United States access to State records and documents for the purposes of certain audits, investigations, and evaluations, and for other purposes.

Section 1 Short title

This Act may be cited as the “Tax Dollar Accountability Act”.

Sec. 2 Comptroller General access to State records and documents for the purposes of certain audits, investigations, and evaluations

(a)
Access upon request— Notwithstanding any other provision of law, any State, local government or municipality receiving Federal funds, directly or indirectly, shall provide the Comptroller General of the United States, upon request, access to the State budget, financial records, expenditure reports, contracts, grants, subgrants, and other documents necessary to audit, investigate, or evaluate the receipt, expenditure, administration, and fiscal controls of Federal funds.
(b)
Access to records for the proceeding fiscal year— Not later than 120 days after the end of each fiscal year, and annually thereafter, each State receiving Federal funds shall provide the Comptroller General of the United States access to the records described in subsection (a) for the preceding fiscal year.
(c)
Failure To provide access— If a State fails to provide such access, the Director of the Office of Management and Budget may withhold, suspend, or condition Federal funds provided to such State until the State provides such access.
