An obligation of $50,000 or more may only be made pursuant to a settlement agreement with a covered person if the Attorney General submits a report to Congress not later than 90 days prior to the date such obligation is scheduled to be made, and such report sets forth—
(1)
every claim and payment to be obligated under the settlement agreement (including the name of each payee and the amount of the payment);
(2)
the legal justification for entering into the settlement agreement; and
(3)
a report from the Inspector General of the Department of Justice certifying that the settlement agreement is lawful and in accordance with the ethical best practices of the Department of Justice.
