HCBS Access Act
A BILL
To amend title XIX of the Social Security Act to require coverage of, and expand access to, home and community-based services under the Medicaid program; to award grants for the creation, recruitment, training and education, retention, and advancement of the direct care workforce and to award grants to support family caregivers; and for other purposes.
Sec. 2 Definitions
In this Act:
Demographics— The term demographics means information relating to the races, ethnicities, genders, sexual orientations, gender identities, geographic locations, incomes, primary languages, types of service setting, and disability types represented within a particular group of individuals.
Private duty nursing— The term private duty nursing means nursing services that are sufficient to meet the needs of an individual who requires more individualized and continuous care than is available from a visiting nurse or routinely provided by the nursing staff of a hospital or skilled nursing facility, and includes services provided to an individual in the individual’s own home by a registered nurse or licensed practical nurse under the direction of a physician.
Secretary— Except as otherwise provided, the term Secretary means the Secretary of Health and Human Services.
