To amend title 23, United States Code, with respect to the amounts States are guaranteed under the highway apportionment formula, and for other purposes.

Section 104(c)(1)(B) of title 23, United States Code, is amended—

(1)

in clause (ii) by striking “and” at the end;

(2)

in clause (iii) by striking the period and inserting “; and”; and

(3)

by adding at the end the following:

“(iv) at least 0.5 percent of the total apportionment.”
