Section 1 Required primary health services of community health centers
Inclusion of behavioral and mental health and substance use disorder services—
In general— Section 330(b)(1)(A)(i) of the Public Health Service Act (42 U.S.C. 254b(b)(1)(A)(i)) is amended—
in subclause (IV), by striking “and” at the end;
in subclause (V), by striking the semicolon at the end and inserting “; and”; and
by adding at the end the following:
“(VI) behavioral and mental health and substance use disorder services;”
Conforming amendment— Section 330(b)(2) of the Public Health Service Act (42 U.S.C. 254b(b)(2)) is amended—
by striking subparagraph (A); and
by redesignating subparagraphs (B), (C), and (D) as subparagraphs (A), (B), and (C), respectively.
Funding— Section 10503(b) of the Patient Protection and Affordable Care Act (42 U.S.C. 254b–2(b)) is amended—
in paragraph (1)(K), by striking “and” at the end;
in paragraph (2)(L), by striking the period at the end and inserting “; and”; and
by adding at the end the following:
“(3) to be transferred to the Secretary of Health and Human Services to provide enhanced funding to provide the services specified in subclause (VI) of section 330(b)(1)(A)(i) of the Public Health Service Act (42 U.S.C. 254b(b)(1)(A)(i)), $700,000,000 for each of fiscal years 2027 through 2031.”
