To amend the Research and Development, Competition, and Innovation Act to require a plan for data collection and analytical capability relating to the skilled technical workforce, and for other purposes.

by inserting “and biennially thereafter” after “Not later than 1 year after the date of enactment of this Act”;

by striking “the results of an assessment” and inserting “a plan for initiating and maintaining a data collection and analytical capability within the National Center for Science and Engineering Statistics”; and

by striking “surveys on—” and all that follows through “discretion of the Director” and inserting “surveys on the skilled technical workforce”.
