This Act may be cited as the “Blue Envelope Act of 2025”.

A BILL
To amend section 148 of title 23, United States Code, to ensure blue envelope programs are eligible for certain safety project funding, and for other purposes.
Sec. 2 Highway safety improvement program
Section 148(a)(11)(B)(ii) of title 23, United States Code, is amended by striking “laws;” and inserting “laws, including a project to improve interactions between a motor vehicle operator who has difficulty communicating through speech and a law enforcement officer during a motor vehicle stop, commonly referred to as a “blue envelope program”;”.
