Consumer products— The term consumer products means the finished commodities for end-user use that will go directly to the consumer.

Contiguous United States— The term contiguous United States shall refer to the 48 contiguous States and the District of Columbia.
(3)
Noncontiguous area— The term noncontiguous area means any part of the United States not physically connected to the contiguous United States, including Alaska and Hawaii and any commonwealth, territory, or possession of the United States, including Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands.
(4)
Producer goods— The term producer goods means raw materials used to produce other products.
(5)
Shipping services— The term shipping service—
(A)
means private companies whose primary business model is the transporting of products for retailers; and
(B)
includes the United States Postal Service.
