The Congress finds the following:

United States farmers are at the forefront in providing healthy, nutritious agricultural products, and therefore poised to make valuable contributions to our Nation’s food supply resources.
(2)
The foundation of our food supply rests on objective science and risk-based evaluation processes that support public health, transparency, and building consumer trust and safety.
(3)
Through proactive efforts to meet consumers’ preferences while upholding science and the safety of products, many efforts have been dedicated to enhancing consumer access to safe, affordable, and convenient product choices.
(4)
United States agriculture can play a vital role in providing natural food color additives, broadening markets for United States farmers while promoting benefits to our food supply.
(5)
The cultivation, growing, and harvesting of ingredients necessary to create natural colors at scale meeting consumer, food industry, and public health demands, will ensure the continued integrity of food resources in the United States.
