This Act may be cited as the “End Judge Shopping Act”.

A BILL
To amend title 28, United States Code, to prohibit the issuance of nationwide injunctions from single-judge divisions of U.S. District Courts.
Sec. 2 Orders purporting to restrain enforcement against non-parties
In general— Chapter 87 of title 28, United States Code, is amended by adding at the end the following:
“1414. Civil actions seeking nationwide injunctions
“A civil action which seeks an order enforceable in each district and division of the United States shall be brought only in a division of a judicial district which has two or more active judges assigned.”
Clerical amendment— The table of sections for such chapter is amended by adding at the end the following:
