Weatherization Enhancement and Readiness Act of 2025

A BILL

To amend the Energy Conservation and Production Act to reauthorize the Weatherization Assistance Program, direct the Secretary of Energy to establish a weatherization readiness program, and for other purposes.

Section 1 Short title

This Act may be cited as the “Weatherization Enhancement and Readiness Act of 2025”.

Sec. 2 Weatherization

(a)
Average cost per dwelling unit— Section 415(c)(1) of the Energy Conservation and Production Act (42 U.S.C. 6865(c)(1)) is amended by striking “$6,500” and inserting “$12,000”.
(b)
Reauthorization of Weatherization Assistance Program— Section 422 of the Energy Conservation and Production Act (42 U.S.C. 6872) is amended by striking paragraphs (1) and (2) and inserting the following:

“(1) $300,000,000 for each of fiscal years 2026 through 2028;

“(2) $325,000,000 for fiscal year 2029; and

“(3) $350,000,000 for fiscal year 2030.”

Sec. 3 Readiness report

Section 414D(i) of the Energy Conservation and Production Act (42 U.S.C. 6864d(i)) is amended—
(1)
in paragraph (1), by striking “; and” and inserting a semicolon;
(2)
in paragraph (2), by striking “achieved.” and inserting “achieved; and”; and
(3)
by adding at the end the following:

“(3) the impacts of enhancement and innovation readiness efforts on eligibility for the weatherization program conducted under this part.”
