Certificate of Merit for Persons with Abilities and Special Support Needs Act

A BILL

To amend the Individuals with Disabilities Education Act to ensure that students with an individualized education program receive a certificate of completion upon completion of secondary school education.

Section 1 Short title

This Act may be cited as the “Certificate of Merit for Persons with Abilities and Special Support Needs Act” or the “COMPASS Act”.

Sec. 2 Individualized education programs

Section 614(d)(1)(A)(i)(VIII) of the Individuals with Disabilities Education Act (20 U.S.C. 1414(d)(1)(A)(i)(VIII)) is amended—
(1)
by striking “and” at the end of item (bb);
(2)
by redesignating item (cc) as item (dd); and
(3)
by inserting after item (bb), the following:

“(cc) the projected date for the child’s completion of the child’s secondary education program, and a statement that the child will receive a certification of completion on such date, without regard to whether the child is eligible to receive a regular secondary school diploma; and”
