Covered nation— The term “covered nation” has the meaning given that term in section 4872(f) of title 10, United States Code.
(3)
Critical component— The term “critical component” means any commodity, material, product, hardware, software, or input in foreign or interstate commerce relating to quantum technology necessary for—
(A)
commercial manufacturing, establishment, deployment, use, or scaling of quantum technology; or
(B)
the commercial leadership of the United States in the commercial establishment and deployment of quantum technology.
(4)
Quantum information science— The term “quantum information science” means the use of the law of quantum physics for the storage, transmission, manipulation, computing, or measurement of information.
(5)
Quantum technology— The term “quantum technology” means the application of quantum information science in interstate or foreign commerce.
(6)
Secretary— The term “Secretary” means the Secretary of Commerce.
(7)
Trusted foreign partner— The term “trusted foreign partner” means—
(A)
the European Union; or
(B)
a foreign country that—
(i)
is not a covered nation; and
(ii)
is a member of—
(I)
the North Atlantic Treaty Organization;
(II)
the European Union; or
(III)
the Organisation for Economic Co-operation and Development.
(8)
Trusted quantum supply chain— The term “trusted quantum supply chain”, with respect to quantum technology, means the sourcing of any critical component from the United States or a trusted supplier, whether in interstate or foreign commerce.
(9)
Trusted supplier— The term “trusted supplier” means an entity that—
(A)
is domiciled in the United States or in a trusted foreign partner;
(B)
is headquartered in the United States or in a trusted foreign partner;
(C)
has the principal place of business of the entity in the United States or in a trusted foreign partner; and
(D)
is organized under the laws of the United States or in a trusted foreign partner.
