To amend the Congressional Budget and Impoundment Control Act of 1974 to require any cost estimate for a bill or joint resolution prepared by the Congressional Budget Office to include the cost to each United States citizen for carrying out such measure, and for other purposes.

“(b) Any estimate prepared under subsection (a) shall include an estimate of the pro rata amount for each citizen of the United States of the total change (if any) during the period covered by the estimate under such subsection if the bill or resolution is carried out in the following:

“(1) Total Federal spending.

“(2) Total Federal debt.”
