Sec. 2 Plum Island preservation study

(a)
added Definitions— In this section:
(1)
added Secretary— The term “Secretary” means the Secretary of the Interior.
(2)
added Study area— The term study area means the consolidated Federal asset commonly known as “Plum Island” in the State of New York and all improvements on and to the Federal asset, including—

removed Study area— The term study area means the Federal property commonly known as “Plum Island” in the State of New York, including—
(A)
renumbered was (4)(3) the Orient Point facility; and
(B)
added all real and personal property, all transportation assets, and all associated infrastructure that support—
(B)
removed all real and personal property and transportation assets that support—
(i)
renumbered was (4)(4)(2) Plum Island operations; and
(ii)
renumbered was (4)(4)(3) access to Plum Island.
(b)
added Study—
(1)
added In general— The Secretary shall conduct a study to determine the appropriateness of—
(A)
added designating all or a portion of the study area as a unit of the National Park System or a unit of the National Wildlife Refuge System; or
(B)
added providing protection for the resources of the study area by other means.
(2)
added Contents— In conducting the study under paragraph (1), the Secretary shall—
(A)
added evaluate the national significance of the study area;
(B)
added consult with interested Federal agencies, State or local governmental entities, private and nonprofit organizations, or any other interested individuals; and
(C)
added identify cost estimates for any Federal acquisition, development, interpretation, operation, and maintenance associated with the alternatives considered.
(3)
added Report— Not later than 3 years after the date on which funds are first made available to carry out the study under paragraph (1), the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report that describes—
(A)
added the findings and conclusions of the study; and
(B)
added any recommendations of the Secretary.

Sec. 3 Plum Island special resource study

(a)
removed In general— The Secretary shall conduct a special resource study of the study area.
(b)
removed Contents— In conducting the study under subsection (a), the Secretary shall—
(1)
removed evaluate the national significance of the study area;
(2)
removed determine the suitability and feasibility of designating the study area as a unit administered by the Department of the Interior;
(3)
removed consider other alternatives for preservation, protection, and interpretation of the study area by the Federal Government, State or local governmental entities, or private and nonprofit organizations;
(4)
removed consult with interested Federal agencies, State or local governmental entities, private and nonprofit organizations, or any other interested individuals; and
(5)
removed identify cost estimates for any Federal acquisition, development, interpretation, operation, and maintenance associated with the alternatives considered.
(c)
removed Applicable law— The study required under subsection (a) shall be conducted in accordance with section 100507 of title 54, United States Code.
(d)
removed Report— Not later than 3 years after the date on which funds are first made available to carry out the study under subsection (a), the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report that describes—
(1)
removed the findings and conclusions of the study; and
(2)
removed any recommendations of the Secretary.
