Section 1 Short title

changed This Act may be cited as the “Theodore Roosevelt Presidential Library Museum Artifacts Act”.

Sec. 2 Definitions

changed Congress finds that—In this Act:

(1)
changed Foundation— the Theodore Roosevelt Association was founded in 1919 and chartered by Congress in 1920 to perpetuate The term Foundation means the memory of Theodore Roosevelt for the benefit of the people of the United States and the world;Presidential Library Foundation.
(2)
changed Library— The term Library means the Theodore Roosevelt Presidential Library would—to be located in Medora, North Dakota.
(A)
removed celebrate the unique legacy of 1 of the most influential Presidents; and
(B)

Sec. 3 Federal contributions toward establishment of the Theodore Roosevelt Presidential Library

(a)
added Grants—
(1)
added Authorization— To the extent provided in advance in appropriations Acts and subject to paragraphs (2) and (3), the Secretary may provide to the Foundation grants in an amount not to exceed a total of $50,000,000 for the establishment of the Library—
(A)
added to preserve and make available to the public materials relating to the life of President Theodore Roosevelt; and
(B)
added to provide interpretive and educational services that communicate the meaning of the life of Theodore Roosevelt.
(2)
added Matching requirement— The Secretary may not provide a grant under paragraph (1) until the date on which the Foundation certifies to the Secretary that the Foundation has received an amount equal to not less than $100,000,000 from funds for the Library—
(A)
added contributed by the State of North Dakota; or
(B)
added raised from non-Federal sources during the period beginning on the date on which the Foundation was established and ending on the date of the certification.
(3)
added Prohibition on use of funds— Grant funds provided under this subsection may not be used for the maintenance or operation of the Library.

(b)
changed Foundation—Federal artifacts and objects relating to theodore roosevelt— The term Not later than 180 days after the date of enactment of this Act, the Secretary may enter into 1 or more agreements with the Foundation means to provide for a loan to the Theodore Roosevelt Presidential Library Foundation from Federal agencies under the administrative jurisdiction of the Secretary (including the National Park Service and the United States Fish and Wildlife Service) of historic, educational, artistic, natural, and other museum artifacts and objects, particularly artifacts and objects that are not on display to the public, without monetary consideration, subject to such terms and conditions as the Secretary determines to be necessary for the preservation and exhibition of the artifacts and objects loaned to the Foundation.
(c)
changed Library—Non-Federal operation— The term Library means Secretary or any other Federal entity shall have no involvement in the Theodore Roosevelt Presidential operation of the Library, except at the request of the non-Federal entity responsible for the operation of the Library to be located in Medora, North Dakota.accordance with applicable laws (including regulations).
(3)
removed Secretary— The term Secretary means the Secretary of the Interior.

Sec. 4 Federal contributions toward establishment of the theodore roosevelt presidential library

(a)
removed Grants—
(1)
removed Authorization— To the extent provided in advance in appropriations Acts and subject to paragraphs (2) and (3), the Secretary shall provide a grant to the Foundation for the establishment of the Library—
(A)
removed to preserve and make available to the public materials relating to the life of President Theodore Roosevelt; and
(B)
removed to provide interpretive and educational services that communicate the meaning of the life of Theodore Roosevelt.
(2)
removed Matching requirement— The Secretary may not provide a grant under paragraph (1) until the date on which the Foundation certifies to the Secretary that the Foundation has received an amount equal to not less than double the amount of the grant funds to be provided under that paragraph from funds for the Library—
(A)
removed contributed by the State of North Dakota; or
(B)
removed raised from non-Federal sources during the period beginning on the date on which the Foundation was established and ending on the date of the certification.
(3)
removed Prohibition on use of funds— Grant funds provided under this subsection may not be used for the maintenance or operation of the Library.
(b)
removed Federal artifacts and objects relating to theodore roosevelt—
(1)
removed In general— Not later than 180 days after the date of enactment of this Act, the Secretary shall—
(A)
removed offer to enter into 1 or more agreements with the Foundation; and
(B)
removed enter into any related interagency agreements that the Secretary determines to be necessary, to preserve and exhibit at the Library, for the benefit of the public, Federal curatorial collections relating to the life and legacy of Theodore Roosevelt.
(2)
removed Requirements— An agreement entered into with the Foundation under paragraph (1) shall provide for the loan, transfer, or conveyance from Federal agencies (including the National Park Service, the United States Fish and Wildlife Service, the Library of Congress, and the National Archives and Records Administration) to the Foundation of historic, educational, artistic, natural, and other museum artifacts and objects, particularly artifacts and objects of Federal agencies that are not on display to the public, without monetary consideration, subject to such terms and conditions as the Secretary determines to be necessary for the preservation and exhibition of the artifacts and objects.
(c)
removed Non-Federal operation— The Secretary or any other Federal entity shall have no involvement in the operation of the Library, except at the request of the non-Federal entity responsible for the operation of the Library.
(d)
removed Authorization of appropriations— In addition to other amounts made available to carry out the purposes of this Act, there are authorized to be appropriated such sums as are necessary to carry out this Act (including providing a grant under subsection (a)) for fiscal year 2024 and each subsequent fiscal year, to remain available until expended.
