Section 1 Short title
This Act may be cited as the “Peer Support Services Center of Excellence Act”.
Peer Support Services Center of Excellence Act
A BILL
To amend the Public Health Service Act to reauthorize and expand technical assistance and support for recovery community organizations and peer support networks, and for other purposes.
Sec. 2 National Peer-Run Training and Technical Assistance Center of Excellence for Addiction Recovery Support
Section 547A of the Public Health Service Act (42 U.S.C. 290ee–2a) is amended—
in the section heading, by inserting “of Excellence” after “Center”;
in subsection (a)—
by inserting “(referred to in this section as the “Secretary”)” after “Assistant Secretary”; and
by inserting “of Excellence” after “Assistance Center”;
in subsection (b)—
in paragraph (1)(C), by inserting “, including recovery housing” after “services”;
by redesignating paragraphs (3) through (5) as paragraphs (6) through (8), respectively; and
by inserting after paragraph (2) the following:
“(3) professional development of the peer support specialist workforce;
“(4) integration of peer support specialists and recovery support services into nonclinical settings;
“(5) bridging the gap between evidence-based practices and practice-based evidence;”
by redesignating subsections (d) and (e) as subsections (e) and (f), respectively;
by inserting after subsection (c) the following:
“(d) Pilot program
“(1) In general—The Secretary shall carry out a pilot program under which the Secretary shall establish a regional center of excellence, to be known as the National Peer-Run Training and Technical Assistance Regional Center of Excellence for Addiction Recovery Support (referred to in this subsection as the “Regional Center of Excellence”), for a distinct geographic region of the United States, as determined by the Secretary.
“(2) Duties—The Regional Center of Excellence shall provide the technical assistance and support described in subsection (b) in a manner that is tailored to the needs of the region in which the Regional Center of Excellence is located.
“(3) Termination; recommendations
“(A) In general—The pilot program under this subsection shall terminate on September 30, 2028.
“(B) Recommendations—On termination of the pilot program under subparagraph (A), the Secretary shall submit to Congress a report that makes recommendations on whether—
“(i) to make permanent the Regional Center of Excellence; and
“(ii) to establish additional regional centers of excellence in other distinct geographic regions of the United States.”
in subsection (f) (as so redesignated), by striking “$1,000,000 for each of fiscal years 2019 through 2023” and inserting “$2,000,000 for each of fiscal years 2024 through 2028”.
