Notwithstanding any provision of part B or part C of title III of the Energy Policy and Conservation Act (
42 U.S.C. 6291 et seq., 6311 et seq.), the Secretary of Energy may not, before the date that is 5 years after the date of enactment of this Act, propose, finalize, implement, administer, or enforce any rule establishing any requirements under the Energy Policy and Conservation Act (
42 U.S.C. 6201 et seq.) for distribution transformers that are different than the requirements for distribution transformers described in the final rule entitled “Energy Conservation Program: Energy Conservation Standards for Distribution Transformers” (78 Fed. Reg. 23336 (April 18, 2013)).
