Section 1 Short title
This Act may be cited as the “Military Service Promotion Act of 2023”.
Military Service Promotion Act of 2023
A BILL
To promote military service through enhanced recruiting efforts, and for other purposes.
Sec. 2 Increased access to potential recruits at secondary schools
Section 503(c) of title 10, United States Code, is amended—
in paragraph (1)(A)—
in clause (i), by striking “; and” and inserting a semicolon;
by redesignating clause (ii) as clause (iii);
by inserting after clause (i) the following new clause:
“(ii) shall provide to military recruiters access to career fairs or similar events upon a request made by military recruiters for military recruiting purposes; and”
in clause (iii), as redesignated by subparagraph (B), by inserting “, not later than 60 days after receiving such request,” after “provide”;
by redesignating paragraph (6) as paragraph (7); and
by inserting after paragraph (5) the following new paragraph:
“(6) The Secretary of Defense shall submit an annual report to Congress not later than February 1 each calendar year, detailing each notification of denial of recruiting access issued under paragraph (3).”
Sec. 3 Increased access to potential recruits at institutions of higher education
Section 983(b) of title 10, United States Code, is amended—
in paragraph (1), by striking “; or” and inserting a semicolon;
in paragraph (2)—
by striking “to the following information pertaining” and inserting “, with respect”;
by striking “institution):” and inserting “institution)—”
in subparagraph (A)—
by striking “Names” and inserting “names”; and
by striking “telephone listings.” and inserting “telephone listings, which information shall be made available not later than the 60th day following the date of a request; and”; and
in subparagraph (B)—
by striking “Date” and inserting “date”; and
by striking the period at the end and inserting “; or”; and
by adding at the end the following new paragraph:
“(3) access by military recruiters for purposes of military recruiting to lists of students (who are 17 years of age or older) not returning to the institution after having been enrolled during the previous semester, together with student recruiting information and the reason why the student did not return, if collected by the institution.”
Sec. 4 Study on expansion of the Future Soldier Preparatory Course Pilot Program
In general— Not later than 45 days after the date of enactment of this Act, the Under Secretary of Defense for Personnel and Readiness shall submit to the congressional defense committees a report on the Army’s Future Soldier Preparatory Course pilot program.
Elements— The report required under subsection (a) shall include the following elements:
An assessment of the performance of the program in preparing interested individuals to meet the Army’s physical fitness and academic accession standards.
An assessment of whether the program should be expanded to include additional locations.
An assessment of whether the Navy, the Marine Corps, the Air Force, or the Space Force should create similar programs to engage and prepare interested individuals to meet the relevant service’s physical fitness and academic accession standards.
Congressional defense committees defined— In this section, the term congressional defense committees has the meaning given the term in section 101(a)(16) of title 10, United States Code.
