Section 1 Prohibiting consideration of bills and resolutions with titles not adequately expressing contents
Rule XXI of the Rules of the House of Representatives is amended by adding at the end the following new clause:
Amending the Rules of the House of Representatives to prohibit the consideration of bills and resolutions whose titles do not adequately express their contents.
