That the House of Representatives—
condemns in the strongest terms the Russian Federation’s full-scale invasion of Ukraine;
calls on the Russian Federation to cease its war of aggression against Ukraine and remove all of its troops from the internationally recognized borders of Ukraine;
supports the people of Ukraine in their defense of their country’s freedom, independence, and democracy;
recognizes the immense bravery and resilience shown by the people of Ukraine in the face of Russia’s unbridled aggression;
underscores Ukraine’s sovereignty and territorial integrity within its internationally recognized borders;
reaffirms that the United States will never recognize the Russian Federation’s illegal and illegitimate attempted annexation of Ukraine’s territory;
underscores the need for increased punitive actions, in coordination with United States allies and partners, against Russia in response to the full-scale invasion of Ukraine and occupation of sovereign territory of Ukraine;
strongly supports the seizure of frozen Russian sovereign assets for use by Ukraine, including for its recovery and reconstruction;
underscores the urgent need for increased security assistance to Ukraine;
calls for justice and accountability for all responsible for serious violations of international humanitarian law and gross violations of internationally recognized human rights in Ukraine; and
urges United States allies and partners to increase their assistance to Ukraine and continue to stand together in support of the people of Ukraine in their defense of their country’s freedom, independence, and democracy.
