To condition the availability of Federal funds to Turkey on a formal apology for the attack on September 2, 2024, and for other purposes.

Notwithstanding any other provision of law, no Federal funds may be obligated, expended, or otherwise made available to Turkey until the Government of Turkey issues a formal apology for the attack on United States Marines on September 2, 2024.
