Section 1 Short title
This Act may be cited as the “Maddie’s Infant Recovery And Children’s Legislative Emergency Act of 2024” or the “MIRACLE Act of 2024”.

A BILL
To direct the Secretary of Health and Human Services to conduct a study and submit to Congress a report on neonatal abstinence syndrome, and for other purposes.
Sec. 2 Study and report on neonatal abstinence syndrome
In general— The Secretary of Health and Human Services (in this section referred to as the “Secretary”), shall conduct a study on—
the prevalence of neonatal abstinence syndrome (in this section referred to as “NAS”); and
infant and maternal health outcomes associated with pediatric transitional care facilities.
Elements— In conducting the study under subsection (a), the Secretary shall—
identify the barriers to obtaining valid, accurate, up-to-date data on the prevalence of NAS among beneficiaries under State plans (or waivers of such plans) under title XIX of the Social Security Act (42 U.S.C. 1396 et seq.); and
identify the scope of services and supports available to beneficiaries with a diagnosis of NAS under such State plans (or waivers).
Report—
Submission to Congress— Not later than 3 years after the date of enactment of this Act, the Secretary shall submit to Congress a report that contains the findings and, to the extent applicable, recommendations resulting from the study under subsection (a).
Publication— Upon the submission to Congress of the report described in paragraph (1), the Secretary shall publish such report on a public website.
Definitions— In this section:
Pediatric transitional care facility— The term pediatric transitional care facility means a residential pediatric recovery center for infants with neonatal abstinence syndrome that provides inpatient or outpatient treatment.
State— The term State means each of the several States, the District of Columbia, and any territory of the United States.
