Section 1 Short title
This Act may be cited as the “Regional Partnership Grants Reauthorization Act of 2024”.
Regional Partnership Grants Reauthorization Act of 2024
A BILL
To reauthorize the Regional Partnership Grant program under subpart 2 of part B of title IV of the Social Security Act for 5 years, and for other purposes.
Sec. 2 Reauthorization
Funding— Section 436(b)(5) of the Social Security Act (42 U.S.C. 629f(b)(5)) is amended by striking “2017 through 2023” and inserting “2024 through 2029”.
Grant authority—
In general— Section 437(f)(3)(A) of such Act (42 U.S.C. 629g(f)(3)(A)) is amended by striking “for each of fiscal years 2017 through 2023”.
Limitation on amount of grant to be disbursed for planning phase— Section 437(f)(3)(B)(iii) of such Act (42 U.S.C. 629g(f)(3)(B)(iii)) is amended in the 2nd sentence by striking “$250,000, and may not exceed”.
Limitation on use of funds for administrative expenses of the secretary— Section 437(f)(10) of such Act (42 U.S.C. 629g(f)(10)) is amended by striking “for each of fiscal years 2017 through 2023”.
Sec. 3 Description of current and planned family-centered substance use disorder treatment services
Section 432(a) of the Social Security Act (42 U.S.C. 629b(a)) is amended—
by striking “and” at the end of paragraph (9);
by striking the period at the end of paragraph (10) and inserting “; and”; and
by adding at the end the following:
“(11) contains descriptions of—
“(A) all Federal funding sources currently used or for which there is a plan to use in the future to support family-centered treatment substance use disorder programs for families with children who are in, or at risk of entering or re-entering, the child welfare system; and
“(B) how the State agency is partnering with, or plans to partner with, public or private agencies providing substance use disorder treatment services for families in, or at risk of entering, the child welfare system.”
Sec. 4 Implementing evidence-based services
Section 437(f)(1) of the Social Security Act (42 U.S.C. 629g(f)(1)) is amended by inserting “, and expand the scope of the evidence-based services that may be approved by the clearinghouse established under section 476(d)” before the period.
Sec. 5 Evaluations and technical assistance
Considerations for awarding grants— Section 437(f)(7) of the Social Security Act (42 U.S.C. 629g(f)(7)) is amended—
by striking “and” at the end of subparagraph (D);
by striking the period at the end of subparagraph (E) and inserting “; and”; and
by adding at the end the following:
“(F) have submitted information pursuant to paragraph (4)(F) that demonstrates the capability to participate in rigorous evaluation of program effectiveness.”
Technical assistance on using foster care maintenance payments made on behalf of foster children who have been placed with a parent residing in a licensed residential family-Based treatment facility— Section 476(a) of such Act (42 U.S.C. 676(a)) is amended by inserting “, including by providing technical assistance to the State agency operating the State plan approved under this part and, in States to which a grant is made under section 437(f), to eligible entities, during all phases of the grant cycle described in section 437(f)(3)(B), on how children placed with a parent in a licensed residential family-based treatment facility in accordance with section 472(j) could be eligible for foster care maintenance payments by reason of section 472(a)(2)(C), so that States may better understand how to access the funds and grantees may better understand, communicate with, and share data with the State agency operating the State plan approved under this part,” before “and shall”.
Technical assistance on using regional partnership grant funds in coordination with other Federal funds To better serve child welfare families affected by a substance use disorder— Section 435(d) of such Act (42 U.S.C. 629e(d)) is amended—
by striking “and” at the end of paragraph (4);
by striking the period at the end of paragraph (5) and inserting “; and”; and
by adding at the end the following:
“(6) use grants under section 437 in coordination with other Federal funds to better serve families in the child welfare system that are affected by a substance use disorder.”
Sec. 6 Performance indicator consultation required
Section 437(f)(8)(B) of the Social Security Act (42 U.S.C. 629g(f)(8)(B)) is amended by redesignating clause (iii) as clause (iv) and inserting after clause (ii) the following:
“(iii) The Administrator of the National Institute on Drug Abuse.”
Sec. 7 Performance indicators
Section 437(f)(8)(A) of the Social Security Act (42 U.S.C. 629g(f)(8)(A)) is amended—
by striking “this subsection,” and inserting “the Regional Partnership Grants Reauthorization Act of 2024,”;
by inserting “child permanency, reunification, re-entry into care,” before “parental recovery”; and
by inserting “to serve families with substance use disorder including those that are over-represented in foster care, difficult to place, or have disproportionately low permanency rates” after “family well-being”.
Sec. 8 Reports to Congress
Section 437(f)(9)(B) of the Social Security Act (42 U.S.C. 629g(f)(9)(B)) is amended—
by striking “and” at the end of clause (ii);
by striking the period at the end of clause (iii) and inserting a semicolon; and
by adding at the end the following:
“(iv) how the grants made under this subsection have contributed to the evidence base for serving families in, or at risk of entering, the child welfare system who are affected by substance use disorders;
“(v) whether any programs funded by the grants were submitted to the clearinghouse established under section 476(d) for review and the results of any such review;
“(vi) which evidence-based practices were fully implemented through the use of grants made under this subsection;
“(vii) any changes in programs or practices that led to positive outcomes for the population of children and families served, resulting from the use of grants made under this subsection; and
“(viii) the extent to which activities pursuant to this subsection are meeting the needs of child welfare families affected by substance use disorders.”
Sec. 9 References to “substance abuse” changed to “substance use disorder”
Section 437(f) of the Social Security Act (42 U.S.C. 629g(f)) is amended—
in the subsection heading, by striking “substance abuse” and inserting “substance use disorder”;
by striking “substance abuse” each place it appears in paragraphs (1), (2)(C)(iv), (4)(A), (4)(B)(iii), (4)(E), and (5)(F) and inserting “substance use disorder”;
in paragraph 2(A)(ii), by striking “substance abuse prevention and treatment” and inserting “substance use prevention, treatment, and recovery services”;
in paragraph (7)(A), by striking “substance abuse by” and inserting “substance use disorder afflicting”;
in paragraph (9)(B)(iii), by striking “substance abuse problems” and inserting “problems related to substance use disorder”;
by striking “abuse” each place it appears in paragraphs (5)(A) and (7)(D) and inserting “use”; and
in paragraph (7)(B), by striking “abuse” and inserting “disorder”.
