Section 1 Short title
This Act may be cited as the “Fishing Industry Safety, Health, and Wellness Improvement Act of 2024” or the “FISH Wellness Act”.
Fishing Industry Safety, Health, and Wellness Improvement Act of 2024
A BILL
To authorize safety and prevention training programs for fishing vessel operators and crewmembers, and for other purposes.
Sec. 2 Safety standards for certain fishing vessels
Section 4502 of title 46, United States Code, is amended—
in subsection (i)—
in paragraph (1)—
in subparagraph (A)(ii), by striking “and” after the semicolon;
by redesignating subparagraph (B) as subparagraph (C); and
by inserting after subparagraph (A) the following:
“(B) to conduct safety and prevention training that addresses behavioral and physical health risks, to include mental health, substance use disorder, and worker fatigue, facing fishing vessel operators and crewmembers; and”
by amending paragraph (2) to read as follows:
“(2) The Secretary of Health and Human Services shall award grants under this subsection—
“(A) on a competitive basis; and
“(B) based on criteria developed in consultation with the Commandant of the Coast Guard.”
by striking paragraph (3);
by redesignating paragraph (4) as paragraph (3); and
in paragraph (3), as so redesignated by subparagraph (D), by striking “$3,000,000 for fiscal year 2023” and inserting “to the Secretary of Health and Human Services $6,000,000 for each of fiscal years 2024 and 2025”; and
in subsection (j)—
in paragraph (1), by striking “and severe weather detection” and inserting “severe weather detection, and understanding and mitigating behavioral and physical health risks, to include mental health, substance use disorder, and worker fatigue, facing members of the commercial fishing industry”;
by amending paragraph (2) to read as follows:
“(2) The Secretary of Health and Human Services shall award grants under this subsection—
“(A) on a competitive basis; and
“(B) based on criteria developed in consultation with the Commandant of the Coast Guard.”
by striking paragraph (3);
by redesignating paragraph (4) as paragraph (3); and
in paragraph (3), as redesignated by subparagraph (C), by striking “$3,000,000 for fiscal year 2023” and inserting “to the Secretary of Health and Human Services $6,000,000 for each of fiscal years 2024 and 2025”.
